The Demise of the 28-Point Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis caused by the announcement of a new 28-point plan for ending the war appeared – momentarily – to have been defused. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: a renewed assault of rocket attacks on Kyiv.

The Cycle of Diplomacy and Destruction

The sequence of conflicting incidents captured the bleak nature of the recent timeframe. By day, political struggles are fought: hopeful statements are delivered from various governments. Significant resources is devoted on restraining particular approaches. By night, Moscow clearly shows the world that, for them, military action persists as the key method for achieving "settlement".

Nocturnal Warfare

As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is equipped to monitor rocket firings from across the border, a ability afforded by current data. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to engage hostile aerial threats flew past – modern combat jets provided to Ukraine by European allies.

Moments later, Kyiv's anti-aircraft weapons activated: defensive missiles targeted at a hostile projectile. This was a advanced protection mechanism at work, presumably supplied through Western nations. Every firing shakes the surroundings, rattling buildings. The moment of terror quickly gives way to grim resignation: maybe the incoming missile won't cause damage this time, preventing destruction from devastation and further power outages.

Continuous Dangers

Soon after, a heavy machine gun fired at a unmanned aircraft somewhere nearby, part of a mobile-fire group – probably imported technology. Sadly, the projectiles didn't strike the enemy aircraft – it continued its flight toward its objective.

With pauses, this persisted until dawn. Kyiv awoke to the daybreak reports: several casualties, destruction and heating outages in numerous residences as a result of the nocturnal offensive. As always, everyone still went about their day – experiencing conflict. But those entire period demonstrated Ukraine's vital need on external assistance – a reliance that neighboring countries are clearly incapable to substitute in the near term.

Ineffective Peace Efforts

The comprehensive proposal from American leadership sparked intense emotion, controversy and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.

Every new approach from Washington adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually achieve victory. This cycle will, undoubtedly, continue.

Tactical Assessments

It is tempting to accuse particular leaders of consistently pushing Russian terms. But that does not seem to be the whole story. US administration functions according to a premise familiar among seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The White House believes that it is impossible to force Russia to abandon the areas that it presently holds in Ukraine's southern or eastern regions.

The challenge is that while accepting these circumstances, American administration does minimal to deter Moscow, through words or deeds, from thinking that the status quo will not shift further in its advantage in the near future.

Opposing Positions

Therefore, Russian leadership is certain that time is on his side – that Ukraine and its allies are coming close to fatigue. Their reason to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leader remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing people and territory but avoiding a entire defensive failure until situations evolve in its favour.

Existing Situation

Realistically, there are no real preconditions for a truce. Now, personal considerations are coming into play: political desires to mediate resolution and achieve global acclaim, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unsuitable, so that their priority does not switch to homefront challenges. And although their objective will now be much harder after recent developments, it remains highly unlikely that this will modify their basic position.

These opposing factors are guiding negotiations.

Assessment and Future

It took a only one week to eliminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, recent disclosures, all did their job.

While new proposals based on old ideas are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and show particular unwillingness to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, mainly require sustained allied backing.
